STATE, POLITICAL, AND PUBLIC AUTHORITY: CONCEPT, CORRELATION, AND SUBJECTS

Abstract:
The concepts of state, political, and public authority are closely related, but their exact correlation remains understudied. This topic gained scientific attention following the amendments made to the Constitution of the Russian Federation on public government and its system in 2020. The novelization was a response to the vigorous transformation of state and public authorities. The article describes the constitutional model of public power in contemporary Russia. The ongoing constitutional and state development lacks proper doctrinal, organizational, managerial, and regulatory frameworks in this respect. The current model of public government fails to include the theoretical achievements made by the Constitutional Court of the Russian Federation. Moreover, it ignores the actual state of affairs in the public sphere and the last twenty years of its legislative regulation. Taking into account the rapidly changing social and political scenary, the current events and processes provide a new perspective on the correlations between state, political, and public authority. They highlight the areas of state transformation that require the attention of political scholars and practical policymakers.
