The settlement system in the Russian Federation is that of urban agglomerations. This process legally manifests itself as management bodies that control urban agglomerations on the basis of inter-municipal cooperation and / or redistribution of powers between local and regional governments. Although this process is countrywide, it remains underrepresented in the legal science. The article introduces an analysis of urban agglomeration management. It yielded four current models of agglomeration management in Russia: horizontal, vertical, mixed, and that of a city of federal significance. The horizontal model relied on inter-municipal cooperation without direct legal participation of the region. The vertical model presupposed direct regional management of the agglomeration based on the mechanism of power redistribution. The mixed model involved coordination between the regional executive authorities and the municipalities on the basis of a deliberative body, e.g., a coordinating council. None of the models with their strong and weak points proved to be universally applicable. The management model should depend on the specific features of a particular urban agglomeration.
